Chapter starts where the other ended. Urek tells the princess not to trust Mago, as she won't grant her wishes and betray her in the most crucial moment. The snake in Urek's hand disappears and the princess says it didn't die but just went back to the colony, and indipendent life is meaningless for water snakes. Garam accuses the nameless princess of spreading the illness but the princess says it's just baseless accusations, like her killing her crab attendant. Garam tells the princess to just stay under her watch and not do anything, and princess surprisingly accepts. -Urek speaks with the princess and says he doesn't think the princess spread the disease. Princess is surprised Urek trusts her despite Mago being inside of her. She says she has heard from Mago about Urek's hate for Mago and knows about Mago's love for Urek. Princess says she doesn't trust Mago but needs her power to kill king Zahard. Urek is shown then walking by himself and thinks he heard before coming to this floor about irregulars, beings like him and Mago who are capable of killing Zahard and the 10 FHs. This is why the princesses says she needs Mago's help to kill Zahard. Garam walks up to him and wants to talk. -Garam asks Urek what's his relationship with the princess. She tells him he told her he'd kill Zahard and that's treason, and she's even a princess, making this conspiracy even more unforgivable. Urek says he also wondered why the princess wants to kill Zahard while he was on F2, but now he's starting to understand. Urek says there's no reason to be loyal to a king who has ordered to kill you. Garam says that the king didn't give the order directly, and she doesn't know who exactly has given the order.
-Urek is then walking around the town and sees Gogojung handing out flyers, saying to the residents they'll die if they stay here and to vote to leave the town. He calls the residents losers and they are about to throw hands, but Urek scares them away.
Urek says he told Gogojung to stay inside and asks what he thinks he's doing. Gogojung says he had to to something while his companions were in bed sick, and watching the citizens annoys him, because he feels his future self might become like them.
Urek tells him they are not citizens so they shouldn't interfere with the voting.
Gogojung leaves but says that if the voting results will be bad tomorrow, he's going to kick the citizens out no matter what Urek says, and tells Urek not to stop him then.
-Next day: Urek is called by Garam because the results of the voting have arrived.
The "stay" option won, 232 votes vs 157 leave votes. Enzo asks what Garam and Urek will do and they say they have no other way than using force now. However the mayor Enzo says only him and them currently know the results of the voting and he'll announce the results later today, saying the leave option won, manipulating the results.
Enzo says it's the best for everyone, since the town would eventually be destroyed anyway.
Urek says this is good and it's probably what the mayor was thinking since the start when he proposed the voting. While saying this, he however places his hand on Enzo's shoulder and places some light/powder on it. Urek leaves while saying the mayor is smart and the people's choice is not always the correct one.
-Enzo now left alone with Garam, tells her he wants to climb the tower with Garam after this. Garam says she'll think about it, while Urek watches them from outside the building.
-During the night, we can see Enzo leaving the building and walking off, with Urek watching him with Garam's sunshine fish powder radar (from last chapter) in his hand.
-Day after: Enzo announces the rigged results, 232 people voted for leave and 157 for stay.
People protest but Enzo tells them to accept the results, adding that this epidemic has probably been caused by the rulers above. He says that even if they don't leave this town, the rulers are eventually gonna shut it down anyway, with bloody methods and threats.
Enzo says he loves this town, so he has made a choice: he'll never forget this town, he'll go up the tower and come back here as a ranker and rebuild their sanctuary. He says that if people have the same dream they should follow him, and people start getting pumped up and cheering for him.
However, someone raises his hand. It's Baek Ryun, who says he has a question about the voting results, as they seem to have been rigged.
Baek accuses the mayor to have manipulated the votes.
Baek "It might be hard to believe, but the truth is I can hear the stories in the Shinsoo that fills this Tower.
The shinsoo around you, Mr. Mayor, is telling me something right now... it's saying you're a liar who only cares about himself and I should never trust you".
Enzo says this is crazy and he can't be accused without real proofs, then brings out the ballots and asks Baek to count them himself if he doesn't believe him.
Baek Ryun uses shinsoo and reveals the fingerprints on the ballots. He makes all the ballots float and shows all the fingerprints on the ballots are the same, the mayor's.
Urek is watching from a lighthouse and is surprised "What the heck is that guy...?"
