Reasons why Xebec is already significantly weaker than Red Hair Shanks aka God King:
1) Xebec will be defeated by Roger, who will level up his Haki. Shanks is essentially Roger with one arm, but Haki > everything, especially as the manga author said, he's not weaker with one arm. And Roger hasn't yet shown abilities on par with a Wi-Fi Diff Admiral. So it's possible that Prime Shanks will be a step above the Pirate King, but that's not certain.
2) Xebec is Loki's idol, Shanks is Luffy's idol. It's clear Luffy's idol is more powerful.
3) Shanks will be defeated by Teach, who will awaken the power of Davy Jones. Whether this is a fruit, a personality, or something else is still unknown. But one thing is certain: after the fight with Shanks (if there is one), Teach will already be Davy Jones, which Xebec according to his own words couldn't become. After the fight with Kaido, a new Joy Boy was born and after the fight with Teach a new Davy Jones will be born. In fact, Shanks and Kaido are characters who were one step away from becoming Joy Boys and Davy Jones, but they are not the main characters of this manga. In other words, Kaido and Shanks are roughly speaking Joy Boy and Davy Jones, but without the plot armor.
4) Shanks is called a child of destiny. It's clear that he is sent by fate and has his own prophetic mission beyond creating a new Joy Boy. This mission is to create Davy Jones, not by feeding the fruit to a host, but by battling the host. Thus we get the fact that Shanks will be the catalyst for the birth of Joy Boy (Luffy) and the formation of Davy Jones (Teach), who will create a new world order.
In other words, Shanks is essentially the hidden protagonist of the manga, rarely appearing on stage but making a huge contribution even behind the scenes. And I'm sure the fandom will still argue about who is stronger, Shanks or Teach who became Davy Jones, because even so, I'm sure (considering Oda's wank on this character) that victory over Shanks will not be achieved fairly
